Tier 3:  Dentists, Blood Banks, Pharmacy Staff


  • 63,725 doses have been allocated or redistributed to our health care partners to administer
  • 19,863 doses received by the Public Health Department and administered as of 1/22/2021
Alameda County is reviewing all Moderna vaccine distributed to the County to make sure administration of vaccine doses from the Lot in question (41L20A) is paused. The County Points of Dispensing have not received or administered vaccine from this Lot, but some local providers did receive doses from it.

No Alameda County providers have reported unusual vaccine responses to the Public Health Department at this time. Alameda County is committed to safe distribution of COVID-19 vaccines and will continue to vaccinate health care workers eligible for Phase 1a.

Vaccine Prioritization Framework

Vaccine administration began in Alameda County the week of December 14, 2020. Alameda County is following Federal and State recommendations, which change from time to time. Vaccines are being administered in phases. How quickly we can move through each phase depends on how much vaccine is available. Local health departments have some control within the phases but cannot skip phases or go out of order. All phases are subject to revision by the State.

Alameda County COVID-19 Vaccine Values and Principles

  • Provide transparent and accurate information to help people make vaccine decisions.
  • Lead with equity and data (e.g., race/ethnicity, geography, socioeconomic factors, and critical populations)
  • Ensure safe and equitable vaccine distribution throughout the county.
  • Leverage all venues and partners for broad distribution (e.g., hospitals, clinics, private practice, pharmacies, community-based points of distribution [PODs])

Local Planning

Per State and Federal policy, COVID-19 vaccine will be administered to specific populations in phases and community sites would be in the last phase. Local planning will leverage lessons learned from flu clinics, which were modified to accommodate COVID-19 considerations, data on need, and community feedback, as well as our 2009 experience with H1N1.

This is a rapidly evolving situation and we are following closely the work of California’s vaccine planning task force, which is determining many of the policies and procedures for which vaccine gets distributed when, how, and to whom. The State’s decisions will be implemented through our local plans.

With authorization from the State of California, Alameda County is now able to provide vaccines to all Health Care Workers in Phase 1a, regardless of the Tier.

Emergency Use Authorizations (EUAs)

The Emergency Use Authorization (EUA) authority allows the U.S. Food and Drug Administration (FDA) to help strengthen the nation's public health protections by facilitating the availability and use of medical countermeasures (e.g., vaccines) needed during public health emergencies.
